The Western Undergraduate Exchange (WUE) is a regional tuition savings agreement administered by the Western Interstate Commission for Higher Education (WICHE).
WUE enables freshmen and transfer students from one of 16 WICHE states and territories in the Western U.S. to enroll as nonresidents at SF State at a reduced fee level.
Students will pay no more than 150 percent of the institution’s in-state tuition—annually saving students an average of $11,294. At SF State students will pay $3,925 per semester, the same as a California resident and the lowest base rate in the CSU System!

Residents of the following states and U.S. insular areas are eligible to apply for WUE:
Alaska, Arizona, California, Colorado, Hawai’i, Idaho, Montana, Nevada, New Mexico, North Dakota, Oregon, South Dakota, Utah, Washington, Wyoming, as well as American Samoa, the Commonwealth of the Northern Mariana Islands, Guam, Republic of the Marshall Islands (RMI), Federated States of Micronesia (FSM), and Republic of Palau.
New freshman and transfer students enrolling for the first time may apply for the WUE tuition discount.
- Must be a new, incoming student for the semester of admittance; current San Francisco State students are ineligible.
- Meet all undergraduate admissions and enrollment requirements for non-resident applicants.
- Students must maintain full-time enrollment (at least 12 units) each semester and remain in good standing with the institution.
- WUE students must declare their intent to maintain their legal domicile in their home WICHE state at the time of their application, and are not eligible to reapply for WUE if they choose to break their WUE contract.
- Students must request the WUE tuition rate before they enroll in courses and pay tuition fees at San Francisco State University
- Students in the following majors are not eligible for WUE status: Computer Science, Nursing, Undeclared-Interest in Nursing, and Studio Art
- The WUE rate will be applied for the duration that it takes a student to graduate.
- The WUE rate will no longer apply if a student graduates or goes 2 consecutive semesters not enrolled.
- Students pursing a second bachelor’s degree, credential, master’s, doctoral, or College of Professional & Global Education programs are not eligible to participate in WUE. WUE applicants must meet all CSU admissions requirements for out-of-state residents and be admissible as a full-time student at SFSU.
First-Time Freshman Admissions Requirements
- Have or will have graduated from high school within a WUE state or U.S. insular area
- Meet the minimum GPA requirement for non-California residents of a 3.00 GPA or higher in 10th through 12th grade A-G courses
- Have or will have completed the 15-unit comprehensive A-G pattern with a grade of C or better by high school graduation
Lower Division Transfer Admissions Requirements
- Meet the First-Time Freshman Admissions Requirements above
- Have completed less than 60 transferable semester units (less than 90 quarter units)
- Have a 2.0 or better transferable GPA
- In good standing at the last institution attended
- Have completed, or plan to complete prior to transfer, courses equivalent to general education requirements in written communication and mathematics/quantitative reasoning with a grade of C- or better
Upper Division Transfer Admissions Requirements
- Have completed 60 or more transferable semester units (90 quarter units)
- Have a 2.0 or better transferable GPA
- In good standing at the last institution attended
- Have completed, or plan to complete prior to transfer, courses equivalent to general education requirements in written communication, oral communication, critical thinking, and mathematics/quantitative reasoning with a grade of C- or better
All WUE eligible students will receive email correspondence with the WUE Contract once admitted to the university
